(as above) some of which as the correspondence
indicates appear to the Secretary of State to
deserve careful consideration: that on the other
hand the Secretary of State appreciates that the
question of expense must be taken into account
and that concessions in one direction might for
that reason have to be counterbalanced by a
ourtailment of privileges in another; that he
does not think that the point is one which can be
satisfactorily settled by consideration of
petitions and representations which are directed
to particular officers or classes of officer, and
that he would be glad if the Governor would
consider the question as a whole and furnish the
Secretary of State with his considered views in
so doing it would be useful if, inter alia, he
would indicate how many officers would, if the
present arrangements are maintained, have to accept
without choice 2nd class passages who have
previously enjoyed first class passages, and what
appointments they hold.
And say that the petitionersin No.10 should be
informed that their petition is under consideration.
If this is approved we should telegraph
asking the Governor to hold up any further
communications on the matter till he gets our
despatch.
